We have extensive and broad experience in all things child and family related — child welfare, early childhood development, parent engagement, and beyond.

Our technical expertise includes leading nonprofit program start-up, strategic and operational planning, building cross-sector collaboration, developing practical outcome measurement systems, capacity building and project management.

We also have expertise in earned-income social enterprise management. CEO Rochelle Alley has provided financial and strategic consulting to earned-income ventures in Arizona, Connecticut, and California; she also oversaw the growth of the Children’s Bureau’ s earned-income software venture from small project to revenue-generating business serving New York City, Los Angeles County, and nonprofits throughout the U.S. and Canada.

Governmental Systems Change

Big Orange Splot, LLC, offers deep expertise in leading governmental change initiatives, building cross-sector collaboration, program development and start-up, strategic and operational planning, landscape research, and capacity building.

We have extensive and broad experience in all things child and family related — child welfare, early childhood development, parent engagement, and beyond. We also come with a deep background in stakeholder engagement and negotiation that enables us to focus team and systemic contributions towards ultimate collective impact.

Recently we have supported Office of Child Protection and the Department of Children and Family Services in implementing Family First system changes, building Community Pathways, and launching their Thriving Families partnership with Casey Family Programs and the U.S. Department of Health and Human Services.

In addition, under our current contracts with the Center for Strategic Partnerships, we lead multiple initiatives that focus on building cross-sector bridges to infuse philanthropic support and community wisdom into County system change initiatives.

Our Impact

Sample High-Impact Projects

Leading, co-developing and advising on key Los Angeles County and California prevention initiatives (including Family First Prevention Services Act implementation, Community Response Network development, Mandated Supporter, and early childhood parent support pilots)as the primary child welfare consultant for both the LA County Office of Child Protection and LA Center for Strategic Partnerships since 2018.

 Facilitated and oversaw the roll out of 10 prevention system change initiatives in 2023 totaling $6.5 MM including investments in mentorship, early developmental support, legal assistance, and more; raised and coordinated an additional $1.2 MM in philanthropic and local governmental funds for six more family and community strengthening projects in 2023.

Coordinated emergency COVID child care response for health workers after schools and centers closed, including collaborating with City, County, and nonprofit leaders to reopen child care sites, raise over $500,000 in child care voucher funds for crucial low-income hospital workers, and launch a hotline and website to help emergency workers access care.

Developed Los Angeles County’s recent plan for home visitation expansion that yielded a 55% increase in funding for home visiting from $90MM in 2017 to $140MM in 2020: Facilitated cross-departmental, cross-sector leaders in developing plan for improving access for diverse populations, expanding quantity and type of services, and increasing funding sustainability; performed data analysis, wrote plan and launched implementation oversight body.

Provided multi-year strategic planning, technical assistance, and backbone support for Collective Impact initiatives such as the Foster Together Network (fostertogethernetwork.net; and as highlighted by the Ralph M. Parsons Foundation) and Los Angeles County Perinatal and Early Childhood Home Visitation Consortium (homevisitingla.org).  

 Led Foster Together Network to grow from 25 partners in 2017 to hosting 500 in 2020, incubating and ushering in approximately $2.5 MM in funding for successful child welfare system improvement pilots and initiatives from 2017-2023.

★ Developed key system infrastructure such as the LA Home Visiting eDirectory (edirectory.homevisitingla.org) and DCFS Community Data Dashboard.

Oversaw multiple complex program start-ups, such as the Vista Del Mar Early Head Start – Child Care Partnerships.

Meet our Founder

Rochelle Alley

Rochelle Alley, MBA

CEO Rochelle’s commitment to child well-being work started as a tutor to incarcerated mothers. This formative experience touched her heart and sparked a lifelong journey that included overseeing wide portfolios of social services, and ultimately 20+ years leading and consulting for organizations nationwide as diverse as Annie E. Casey Foundation, Federal Department of Education, and numerous small nonprofit start-ups.

Rochelle Alley brings extensive professional experience to Big Orange Splot in the domains of strategic planning, program start-up, interagency collaboration, financial analysis, evaluation, research, public speaking, coaching and stakeholder engagement.

As CEO of Big Orange Splot, LLC, Rochelle has led strategic planning, collective impact, start-up and capacity building projects for numerous nonprofit and governmental agencies, including United Way, Los Angeles County, First 5 LA and many more. As Westside Children’s Center’s Director of Programs, Rochelle was responsible for ensuring WCC’s child welfare and early education programs not only complied with all funder goals, but also exhibit excellence in their outcomes and service delivery methods; she also expanded WCCs funding, accessing new resources from First 5 LA and California Department of Education. As the Associate Director of Programs at Children’s Bureau of Southern California, Rochelle facilitated growth within CB’s foster care recruitment, economic support, preschool and partnership-based programs; she also oversaw growth in CB’s social enterprise from financial loss to a positive earned income venture serving New York City and Los Angeles County. Prior to these roles, Rochelle also gained valuable governmental and business experience working for the City of Alexandria and Booz | Allen | Hamilton.

Rochelle holds an MBA with a focus on nonprofit management and marketing from Yale University and a BA degree in Government magna cum laude from Harvard University.

Kila Burton
Kila Burton

Over the past twenty years, Kila Burton has supported nonprofit and corporate entities over a broad range of industries with project management, video and event production, marketing and social media management, public relations, graphic design and other capacities. Her diverse background includes working for over 10 years for an award-winning multimedia company, and also as producer of numerous television and theatre productions, including the Bachelor and Bachelorette television shows, productions for Assemblymember Mike Gipson and the City of Inglewood, and two runs of the critically-acclaimed stage production, Black Women State of the Union. Kila also has experience curating workshops between local leaders and the communities they served. Kila is a core team member supporting Big Orange Splot’s child well-being, nonprofit and governmental system change portfolio.
